WARRANT FOR THEFT – ACCESS DEVICE FRAUD, TRAFFIC STOP – DRUG LAW VIOLATIONS – TONISKA MONIKA WILLOUGHBY
NAPOLEONVILLE – Assumption Parish Sheriff Leland Falcon reports the arrest of Toniska Monika Willoughby, 32, of 345 Highway 400, Napoleonville, LA, on felony warrants, following a traffic stop near Napoleonville, LA on Sunday afternoon.
On December 31, 2024, deputies responded to a complaint in the 100 block of LA 1008 in Napoleonville, LA in reference to the theft and unauthorized use of an access card. Responding deputies made contact with the complainant who advised that on the aforementioned date, a female contacted him and requested to borrow money for necessary personal expenses. The complainant only knew this woman by a nickname. The suspect went to his residence to get the money and while there, stole the complainant’s / victim’s debit card.
The victim advised that the debit card had been used twice to conduct unauthorized charges.
Investigating deputies were able to identify the suspect as Toniska Monika Willoughby. Deputies secured arrest warrants for Willoughby.
On Sunday, January 5, 2025, an I.C.E. assigned deputy stopped a vehicle for multiple traffic violations near Napoleonville. The driver of the vehicle is now identified as Toniska Monika Willoughby and is the same person identified as the suspect on the December 31, 2024, theft of the previously mentioned access (debit card).
During the Sunday afternoon traffic stop, the deputy requested and was granted consent to search the suspect vehicle. During that search, a quantity of MDMA (Ecstasy) was seized.
The suspect, Toniska Monika Willoughby, was arrested and booked into the Assumption Parish Detention Center on charges of:
*Warrants -Access Device Fraud
-Identity Theft
-Theft
*Possession of MDMA (Ecstasy)
*Texting While Operating a Motor Vehicle
*No Seat Belt
*Violation of a Protective Order
Toniska Monika Willoughby remains incarcerated pending a bond hearing.
