STEVEN CARCISSE, BYRON KENTRELL KELLY
BELLE ROSE – Assumption Parish Sheriff Leland Falcon reports the arrests of Steven Carcisse, 35, of 408 Owens Street, Napoleonville, La. and Byron Kentrell Kelly, 25, of 182 Canal Road, Napoleonville, La., on multiple felony drug charges resulting from a high-speed pursuit on LA 308 near Belle Rose on Sunday afternoon.
A uniformed patrol officer observed a northbound vehicle commit a traffic violation and attempted to initiate a violator stop. The vehicle engaged in a high-speed pursuit and fled into Ascension Parish.
At some point, the deputy was able to terminate the pursuit and both suspects were detained. It was determined that Steven Carcisse was the driver of the suspect vehicle.
Subsequent searches incidental to arrest resulted in the seizure of numerous controlled dangerous substances.
At the conclusion of the investigation, both Steven Carcisse and Byron Kentrell Kelly were arrested and booked into the Ascension Parish Jail as fugitives from Assumption Parish.
On Monday afternoon, Steven Carcisse and Byron Kentrell Kelly were returned to Assumption Parish and booked into the detention facility on charges of:
-Steven Carcisse:
*Speeding
*Possession of Marijuana with Intent to Distribute
*Possession of Cocaine with Intent to Distribute
*Possession of Crack Cocaine with Intent to Distribute
*Possession of MDMA (Ecstasy) with Intent to Distribute
*Possession of Drug Paraphernalia
*Aggravated Flight from an Officer
*Obstruction of Justice
*Driving on Roadway Laned for Traffic
-Byron Kentrell Kelly was booked on charges of:
*Possession of Marijuana with Intent to Distribute
*Possession of MDMA (Ecstasy) with Intent to Distribute
*Possession of Cocaine with Intent to Distribute
*Possession of Crack Cocaine with Intent to Distribute
*Obstruction of Justice
Both Steven Carcisse and Byron Kentrell Kelly remain incarcerated pending bond hearings.
